At Sun there's a small proportion of people who really really get open source. While they don't necessarily have a title, they're strong advocates and get involved in discussions right across the company. I think having a single position probably won''t work for a larger company - though Simon's position of chief open source officer has helped significantly. Having the company define their attitude to FLOSS with a set of internal statements of intent that are stuck to (much like Red Hat's) could probably be a much stronger approach.
